Water meter and stopcock are outside of the house(in the street), the first water outlet is about 10 meters away from the stopcock. it comes up from the floor in lead pipe then 15mm copper pipe. 15mm pipes to all water outlet.

Will water pressure be improved if i enlarge the pipes to 22mm from the lead pipe? Any ideas guys?

pressure will not be improved really but flow rate may increase. Most likely your lead main is the cause of the problem and will need replacement for you to see any vast improvement.

make sure all stop taps including the one in the street are fully open.
 
how can i install new pipe from the stopcock?

Have a word with the water supplier.
I am not sure if it the same across all companys but I am with Severn Trent and 1 bar is their minimum guaranteed supply pressure.
Also as a home owner I have recently received a letter from them to say they are taking shared owner ship of all shared supply's.

Worth a call before you get the spade out.
 
ask your water supplier to investigate the mains pressure at the road, they normally guarantee 1bar. If they test it and say its exceptable then its more than likely you need a new supply.... get digging.
