There is a constant sound of water running and thisappears to be coming from the inflow and mainly running down the overflow, if thereis one?, and a little constant trickle into the bowl?

I'd also appreciate if you would advise where I shouldfind the stop valve to stop the water flow into the cistern as I can't see itanywhere?

It’s a bit difficult to get at the cistern but I havebeen able to get my hand under the cistern and can feel the input pipe butcan't feel any valve?

There is a constant drip down this pipe and the wholecistern is wet on the outside.
The cistern is a Grohe Adagio 37945 SHO model.
 
You either need a new fill valve or fill valve washer or replace the piston inside the flushing unit looks like this

Oh oh by the way the cistern is probaby just wet from condensation because the toilet is constantly filling with cold water

most likely wasn't fitted with any stop valves, you will have to turn off at the main stopcock as it comes into the house
