How to repressurise central heating system?

I was going to criticise leakylea for his comment and then looked at the picture. I agree with him, get a heating engineer in to check it. Doesn't look like it complies with the water regs and I'd want to be certain all the safety controls were in place.

pressurised systems are basically bombs so if you dont know get someone in. changing a tap could ruin your carpet but getting this wrong could take you and your neighbours houses along with it.
 
I'd agree get a Plumber in.

Its a weird set up.

Its got a manual cylinder thermostatic valve which looks to be on the Primary cylinder flow.

But what is puzzling, is, it seems to be permanently looped into the water main. Its just weird and connected to the main that way certainly breaks the Regs.
 
Thanks for the replys fellas! Some sound a bit worrying!! I'm living in the Republic of Ireland. I'm guessing regulations are different to the UK. Agree though, best let a plumber do a job like this.

System is a natural gas powered one. Boiler used is a Mini Ideal. I'm in a ground floor apartment, so water is supplied by a combination cylinder.
