What C version is it?
I would not be to hasty in changing the gas valve, before I had checked for the presence of gas pressure, if I was you. Gas valves cost a bomb and if its wrong the customer will not be pleased.
I would also tend to check the integrity of the flame detection unit and electrode.
The air pressure switch and the ignition electrode position.
In point give it a full electrical check, before replacing the gas valve.
But if you have already done this and still no gas coming out of the valve but there is at the inlet, then it seems likely its the gas valve.
The job is time consuming and I would tell the customer that, then take my time testing.
Don't forget if you sent a telly in for repair, you would expect to wait, a modern boiler can be a complex bit of kit and can take just as long.
And don't forget for most appliances they would be repaired on a work bench with loads of test gear. You are attempting to do the same to an appliance stuck on a wall or in a cupboard, which usually you can't reach properly.
