I am in process of replacing an existing sink with a new stainless steel one. The existing tap is plumbed directly to copper which means that it is earthed. The new tap will use flexible tails and so will not be earth bonded. My initial search for information suggests that there is no legal requirement for earth bonding but I would welcome views on this.
 
I believe that if the consumer unit supplying the kitchen is fitted with RCD protection for all the kitchen circuits, eg. appliances, power points and cooker etc. then supplementary bonding is not required.
If you can't be sure that there is earth leakage protection in the CU (RCD's or RCBO's), then best to add the bonding you are enquiring about, which I guess is what you may have decided already!
