Is this a stopcock in airing cupboard?

My family and I live in a bungalow, we have lived there for nearly five years. The property was built in 1964. I want to turn off the water supply so I can install a washing machine, the other place where we lived had modern fittings at the back of the washing machine to stop the water.
We cannot find the stopcock in the kitchen, we have looked under the sink and cupboards. , There is an old boiler in the airing cupboard, on the top there is a big red round handle, I sure this for the hot water, right at the bottom there is what I think might be the stopcock.

Unfortunately I turned this stopcock clockwise and also anti-clockwise and it made to difference to turning off the water.

I have looked under the kitchen sink and right under the unit and nothing to turn off the water.

Well if that is the main one, maybe the washer has gone. Maybe you have not turned it far enough, it could be stiff.
Does it not have any effect at all? Does it reduce the flow any?
If it does try a bit more with a spanner but don't go mad or you'll bust it or make it leak.

There should be an external stop tap somewhere.

Had no effect on the flow, I don't know where the external stop tap is, there is one toilet sewage at the side of the home, and three different metal lids in the back garden, I have never looked to see what they are.

Would it be safe to clamp down the washing machine pipe to change over to the newer machine?

I don't know, I have never clamped a pipe inside a property.
Is there no isolation valve on the washing machine hose?
The external stop tap cover would normally be 4"-6" kind of size.

I don't know, I have never clamped a pipe inside a property.
Is there no isolation valve on the washing machine hose?

It could do with one.

I've just looked at the back of the washing machine and saw a screw on the isolation valve?

Did you fully turn it until it stopped eg clockwise ?
