Is this really a leak?

I noticed recently that the water meter appears to be registering usage when nothing is in use. The meter stops when the main stopcock is turned off, so there's no problem outside. The meter also stops when the main stopcock is on but the stopcock for the cold tank is off. There's no visible or audible leak in the house. The lavatory cisterns are modern ones where the overflow is internal but as I say, I can't hear or see anything. The only explantion I can think of is that water is continuing to trickle into the cold tank. Any other ideas?

Thanks. Tom. Could it also be a slowly leaking radiator on the ground floor which might be very difficult to detect? We have an expansion tank in the loft which must be connected to the mains.
 
This morning as soon as I got up and before using any water at all I went out and checked the meter and it had stopped,proving it was just a slow trickle into the tank,not a leak. It may have only taken an hour or so to stop but during the day with taps and cisterns in use in wasn't easy to check.🙂
