I never pay any attention to these jobs that are offered or advertised to be honest.
You'll find that the person who takes it will be useless at the job and the company advertising it will have priced the work so cheap that they will expect the person who takes it to be able to install/repair/service and expect loads of work done each day to make the contract pay.
This creates a working atmosphere that the employee can't stand, therefore doing a crap job (mainly because they know no better) and the employee getting ****ed off that they have to do so much work for McDonald's money
companies that price contracts this way don't keep the contract long and the HA or council get their fingers burnt, it's the same with private customers. They go for the cheapest quote and then get a poor job done, then they have to pay someone who knows what they are doing to put it right. It ends up costing them what they would have paid to have the job done correctly the first time.
I had an agency call me last week offering work. I don't need it, but it's always worth a listen.
They offered work fitting gas meters, 8 meters a day for £120 :-( I said thanks but no thanks.
Someone will take this job, and do a crap job, and they will learn they can't afford to pay people this money and get a decent job done.
