Hi I have a small query?

My brother has a new kitchen tap set as below...

He says they are ceramic discs.

The problems are:

1. The cold is leaking for 4 seconds after the cold is turned off.
2. The pressure is too high, meaning water all over the floor.

Now normally I would say just to put up with it as they are quite small problems, but i would like to resolve it. (one up on a seemingly perfect brother)

But I am looking for a cost effective solution....
1. Maybe a washer some sort of repair
2. Will not buy a pressure relief valve, Any ideas will be great please.

or if it is just the kitchen mixer tap your getting problem with flow restrictor valves on the hot and cold, I'd reccomend 2 8L/minute valves
