Hi all
I have had a very high water bill. When I turn the external stopcock off, the flow indicator stops spinning, so I assumed it was a house leak issue. However, I have noticed that the external stopcock is leaking. When the stopcock is turned off, the water to the house is turned off , the meter stops spinning and the stopcock stops leaking. When I turn it back on it leaks quite considerably and the flow indicator spins even though nothing in use. Wil I therefore being paying for leaking water from the stopcock which is directly next to the meter.

Not normally as the stop tap is before the meter so sounds like you have a leak from the meter to the house

You can confirm this by turning the internal house stop tap off and if the meter keeps spinning / registering usage then you know it’s between these two stop taps
