Leaking toilet - how do I fix?

Hello, my toilet is leaking please see the attached video and photos, what is the best way to fix this please, it seems that it might be simple but not sure where to start or what to buy, thank you in advance!

The old home owner put the putty around the fixing, it’s clearly not doing anything!

Needs the toilet removed and a new swan neck pan connector fitted and then re-install the toilet

The pan connector doesn’t look all the way onto the spigot best to remove the toilet and see if a stnd bent one will do

As above, remove toilet and new pan connector and don’t use plumbers mait, no idea why that’s been used.
