The hot tap is constantly dripping. When i push the lever to the fully off position the drip stops. When I let go of the lever it instantly moves away from the fully off position by approx 10 mm and the tap starts running again. I know I am probably going to have to get a new ceramic disc cartridge but that is not always easy. Anyone seen this happen before and knows what is causing it?
 
Fault on ceramic disc cartridge. You will need to isolate water, take out cartridge and try to look for anything obvious like bits of debris you can flush out.

If not take your cartridge and handle to a local merchants and pray!!!! Probs won't have one to fit, but might get lucky. New taps if not.
