HELP please!

I have problems with my water pressure downstairs, it's very low & almost non existant through my hot water tap. Upstairs i do not have any problems & the water pressure is fine? I have two tanks in my loft (large and small) - the small one is dry and doesn't look like it's had water in it for a while. Could this be pipe a blockage? If so, how could i unblock the pipes?

I don't turn the water heater on too often as I have an cold feed electric shower, therefore just kettle boil water for washing up - could this be the problem?

Any help or assistance would be appreciated :)
