When doing a landlords safety how would you treat a low working pressure at boiler

Is it the GreenStar model? If so then Worcester allow a 1.5mbar loss across the gas valve. So as long as you had 19mbar working pressure at the meter then you could have 16.5mbar at the gas valve. Worcester did release a bulletin on this.
