Main medway water heater running luke warm

Hi there, i have a customer with said water heater and was wondering if any of you know why it may just be running warm? Im not the cleverest around fixing boilers ..thinking it may be the high limit stat maybe? Any knowledge welcomed guys.

Or gas valve, watch out for price of parts, may even have a blockage in HE , if its very old think about a replacement, and wile case is off check flue for corrosion

Ive been out to it and looks like hes done some of his own diy on which involed chopping the case so just capped it ....think i was right ...looks like its off the ark anyway agreed replacement tomorrow
