I am replacing a rad in the bathroom to a towel rail but the pipes which are microbore are buried in the concrete screed and they need moving closer together. Can i chase the pipe back and solder a extension piece in or is there more involved than that also can i step the pipe up to 15mm so i can fit chrome pipe

no problem with going to 15 mm for the rad only problem is getting water out of the microbore to solder so you might be better to use compresion fitting to go from one to other
 
Be careful digging out screed, micro bore is easy to bend and bash about.
 
Don't try to solder. Be careful not to overtighten compression fittings. Use Stag paste or similar.

You can use a microbore to 15mm converter olive which goes direct into a 15mm elbow below the floor, then you can run your 15mm chrome pipe vertically up.
