In serious trouble here, was going to replace seals around base of mixer tap spout as it was stiff to rotate. Allen removed ok, but spout very difficult to remove, but working it back and forth got it out. But a part has sheared and is stuck in tap base. How on earth I am going to get this piece out. Boy am I in the dwang!

Do you have a replacement for the broken part? If not there is no point in trying to get the old one out; move straight to replacing the whole tap.

Otherwise, I'd try filling the tap-body with vinegar or de-scaler and waiting a few hours. Only a small chance of success IMO but, if you'll rest easier knowing you've tried everything, it might help.

Thanks for getting back. I have seals, but no spare part. This is the kitchen tap, (so trying to salvage something) Have managed to get the stuck ring to rotate but can’t extract it. I can bend the tabs down, which might help?

New tap as you haven’t got the snapped part as a spare eg new spout

Looks like it's partly made of Nylon now!
If you've identified the right part, you can get it eg here:

Does it tie up with what you have on the spout? - Looks like it just pushes in/ pulls out??
Two pairs of needle nose pliers and pull?! If you try bending the tabs over I suspect they might snap off. 🤔
You might be able to hook 'pullers' under the nylon radial arms each side to heave?

Perrin & Rowe should be able to advise you if necessary.

Thanks for helpful suggestions Basher, but no success yet. I wonder if the nylon modification is to prevent the issue I’m experiencing? I think I’ll wait to speak to Perrin and Rowe technical on Tuesday. Just have to keep out of the wife’s way for a while 😳
