Depends on space. Disabled toilets have to have them within reach of the WC. I have had several toilets where due to space restrictions the basin is in an adjoining room, usually where you need two doors and a lobby to separate from food prep space and there's not enough room to have the doors/lobby and fit the basin in the toilet, we put it in the lobby.

I do think it is a requirement. If ever you are short on space (very short) you can fit a pan and cistern with the basin actually incorporated in to the top of the cistern. Cold supply only though.
 
Don't need two doors any more. Supposed to have sink within next room. Get one of those cisterns with dink in lid

I know it is common practise but is there a written rule anywhere that says it must be in the next room if not in the actual cloakroom?
 
They are awful. We have a super slim sink in ours. 150 deep I think. Can almost wash your fingernails in it.
