Need a little help if possible

hi lads,

Just yesterday someone has installed the bath mixer tap ( see below ) and changed it from thermostatic old one to this one.
Now, the customer called me asked if I could solve the fluctuation in this mixer. Everywhere else apparently is fine but the mixer flucates ?? How is that possible if there is not thermostat ? It’s on or off with those quarter turn taps.

Any idea what the issue could be ?
Commercial boiler for many flats. No one experienced this issue

Thermostatic bath taps ( decent ones ) are expensive , be warned
