hi, been asked about fitting a downstairs toilet in a house that doesnt currently have one, am i right in thinking that the council or water authority need to be informed before commencing work? the room is close enough to the soil stack to be able to run the waste directly into it.
 
My understanding is that you don't need to contact the council or water authority. If you were putting in a new soil stack then you would need to notify the building control dept at the council...can anyone-else confirm this?
