no cold water

my brother in law fitted a new dishwasher in his kitchen, he teed in to the cold water pipe under the sink and the dishwasher works fine . the cold tap works fine over the sink, the toilet works fine but cant get any cold water to the wash basin upstairs, what could be the problem and how could he fix it

did he use one of the self tapping washing machine valves?
if he did its possible the little hole that gets cut out the pipe has gone up the cold pipe and blocked off the upstairs basin,

i have only ever come across this once in 6 years the customer had used a self tapping valve, then a couple of weeks after the kitchen sink didnt run very well on the cold supple, turned out the copper disc had lodged itself in the ballofix. it took me ages to figure it out.

OR the tap upstairs could be just a coincidental thing, and not related at all. or what puddle says below depending on what type of system he has.

Is bath cold ok,could be he turned mains off,turned all taps on and drained tank supplying upstais outlet and pipework now air locked,which will require removing,probably all down stairsoutlets on mains direct,thus ok

he used a pipi slice to cut the pipe and then put a washing machine teeon to the pipe, theres no bath upstairs just a shower and hand basin and toilet everything is working fine except the cold tap on the basin. and he has a combi boiler
