Hi
Got a problem with the cold water direct from the mains.
Needed to shut down the water so I could remove bath,Sink ect, the stopcock in the kitchen was very old and would not move, i sprayed a bit of 3/1 on it and got it to turn but was not shutting the water off, so I turn off the main stopcock in the street, did what i needed to do also put a new stopcock in the kitchen, turned on the main stopcock in the street, but was not getting any cold , thinking it might be the main stopcock,called Essex Suffolk water they came check it out and it was ok,but still no water.
The Flat where I am working is above shops, the man from Essex water said it might be another stopcock located but had no idea where it could be, what should my next move be, I am at a complete loss, am I missing something very simple,help

I had a meter shaft snap on me the other week

Black plastic spun. But the spline underneath had snapped

Had to remove the black top. And get a spanner on it to get it open

Water board had to then replace
 
The external stop tap could have snapped inside and remained closed, if they took it out and fitted a stand pipe did they physically check at any point that the meter/stop tap allowed water through it? Is it one of those combined meter and stop valves?
