NO HOT WATER! please help!

Hi,
I have just moved into new flat with electricity only. We have hot water tank which is obviously heating the water and is red hot, but the hot water does not come out of the taps, only cold water. I would be so grateful for any knowledge that anyone has on resolving this. Thanks!

yes, no taps have hot water, just cold.
