No water from hot tap.

a friend has asked me to look at her hot tap in the bathroom basin, apparently when ity is turned on nothing comes out , then if its left on for a half an hour or so it starts to work. she said some little black rubbery thing came out of it once.
i am thinking dodgy tap?

its a basin tap , ground floor bathroom apparently fed from a ground floor cylinder.

what do you guys think?

The washer is probably jammed on the face,

Change the washer and see how you go.

case of pull apart and inspect

not much else i think it can be accept for debris making a blockage some where
