Just been to look at a job where the homeowner is wanting to convert their big under stairs cupboard into a cloakroom - electrically ok

but the gas meter will be next to the toilet , sideways on meaning reading the meter may be impossible

this is really for my interest, but are there any rules about access to gas meters?

only way i can read mine is with a smart phone on a selfey stick. meter reader not complained as yet

Meters should be positioned away from corrosive environments, e.g. wet floors, damp places such as beneath sinks/basins. They shouldn't be installed in a bathroom.
They shouldn't be in a position where they can suffer accidental damage.
They should not be installed where food, bleach and detergents are stored.
In a building with two or more floors, they must not be installed under a stairway where the staircase is the only means of fire escape.
In a house with one floor above the meter, where the only means of fire escape is the staircase that the meter is under, the meter should be of fire resistant construction or, be housed in a compartment made from 1/2 hour fire resistant material.
Those are the most relevant to you I think. There are more though.
 
I would not be comfortable about having no access to it , it may well need maintenance carried out on the pipework or the meter itself and in a emergency you need to be able to switch it off at the emergency control valve , can it not be moved to a external wall contact cadent for advice .
