Old house garden water supply

Hi I've recently moved to a garden maisonette which does not have a garden tap. I had a little poking around in the garden and found a small pipe coming out of the back of the house. After moving the square end around with a pair of pliers it turns out that's the water supply. Does it seem that there is an easy way I can connect a garden tap to existing thread? I would really appreciate any help.

That is a drain valve probably for the radiators, so no you cannot use it for a garden hose.

Thanks for letting me know I suppose I got too excited. How big of a job would be to get a water supply to the garden? Speaking £wise? If it help kitchen tap is right next to outer wall

The only one I know of is under the floor in the bathroom that shuts off water to the whole property it's on the other side of the kitchen. Are there normally more than one in a property?
