One burner on gas hob not working

How would you classify this for a LL cert?

Ar depending on what it’s doing

It's not doing anything, won't light up due to no gas.

My worry about the 'one burner not working' scenario is that the tenant may decide to watch a YouTube video and then try a DIY fix.

Gas engineers can't be responsible for tenants' behaviour. What if tenants decide to service their boiler themselves?
