I'm fitting an outside tap, the pipe i'm cutting into is painted, would i need to replace part of the pipe put a compression fitting onto the pianted pipe so I can solder the fittings, or is there an easier way?
 
You need to scrape the paint off whatever technique you use, be it compression or solder. Use a green pan scrub to get the little bits off once you have had a good scrape.

BTW have you remembered to fit a double check valve between the stopcock and the outside tap (legal requirement)?
 
Thanks for that, and yes i've got a bib tap with double check valve already in it.

Most outside taps come with double check valves nowadays 😉

You shouldn't use a bibtap with integral check valve - these are for retrofits only. The water regs state there should be an independent check valve inside the property.

Taps with check valves tend to fail in frost.
