Paragon quartet balanced flue fire sooting up

Hi guys I have not seen one of these before but I customer called and told me they had it fitted not long ago and it keeps sooting up the last guy came to look at it didn't know what was wrong with it and seem to be inexperienced (using her terms) so she said can I come and have look at it for her.

any ideas what might be causing it besides obvious like flue part blocked or burner issues etc

not sure if anyone has dealt with one with same problem?

Ventilation ok under burner if required.
Flue fitted properly & check not over max length advised.
Gas rate ok and burner clear.
Coals/pebbles etc positioned as per MI's.
