So feel free to laugh in my face.

But when my cental heating is on in the cold weather, should I be able to see steam coming out of the vent?

IMy boiler is running nicely, but I would have though that when the hot air hit the cold outside air it would steam up a bit?

Yes if you mean the external flue pipe you should see plenty steam coming out of it, it is basically the boiler breathing!

Are you talking about the flue pipe or the overflow pipe?
Ie flue big metal pipe overflow small plastic pipe or even plastic condensate pipe?

are you saying that you do or do not have steam?
with an older boiler there is less visible water vapour as the flue gasses are hotter
with a condensing boiler the water vapour is much more visible
 
I think the OP is concerned at the lack of vapour therefore Simon Fs reply is on the mark.
 
Thank you all for being so helpful! It is very much appreciated. My worry was the lack of steam from the air vent, just wanted to know wether I should be worried and turn it off so not to gas myself. I just had Wochester out and they changed the circuit board so I assume they would have checked it all out before leaving. But I just wanted to double check.

for future reference it is called the boiler flue, and if worcester has just been out to fix it then it will be fine
