All radiators upstairs do not heat bar the bathroom and the ensuite in a bedroom. We do not know what way the water circuit works but there is obviously a blockage somewhere. I have taken pictures of the hot press as there are a couple of pipes that seem cold as they go up and a valve that just spins continuously. Dont know if its open or closed.

Downstairs heating is fine and suspect a blockage or air in the upstairs pipes. But then noticed the two pipes that get colder as they rise. that may be nomal? and the valve that does nothing. The pipes start getting cooler before this valve.

any chance of a picture boiler end ?
 
when we bleed one of the radiators that is cold there is no water coming out no matter how long you leave it so that's what was making us think there is a valve in the hot press not on although they all seem to be or there is somehow an air lock or blockage. the funny thing is that there is a bathroom on one side of the hot press that is absolutely fine there is an ensuite on the other side of the hot press as you go round the house and it's absolutely fine but there's a bedroom in between and it's cold. And the rest of the radiators upstairs are cold.
 
Or ball valve stuck in the header tank
 
Get yourself a magnet and find the pipe that feeds the water from the tank to the heating run the magnet along this pipe does it stick anywhere/ resistance to stay etc
