I bought a reclaimed toilet and, after connecting it to the cistern, the flow of water into the bowl was very slow, and the flush weak. It seems that lots of the water is going straight into the waste pipe down a hole directly below where the water from the cistern goes into the pan. I tried to attach a photo, but the site wouldn't allow it...

Is this some unusual design of toilet? Does anybody know if I need to do something specific to get the flow of water into the pan higher, and to get the flush to work properly?

It will be a syphonic pan and will probably be missing the "bomb" this is an air admittance device that fits into the pan before the cistern is fitted to it.
amazingly you can still get them.

Toolstation do them as well. Cracking toilets when set up correctly.
 
it may actually be working correctly as a syphonic bog doesnt flush away the waste, rather it pulls it down.

if it clears the crap and paper, then its nowt to worry about!
