I am looking for a central heating manifold with flow indicators, balancing values, activator controlled flow value and service values on each circuit. I wish the service values to be separate from the balancing values. (I could build this up myself, but would rather buy a pre tested solution if possible, as it’s lot of joints in a small space.)

I am going to be renting a property on a “room by room” bases and wish to be able to shut of a single room without effecting the rest of the system, as well as having a separate timers/thermostatic in each room. A UFH type manifold system driving the radiators with a separate pipe run to each room looks like a good option, as it give me flexibility to renovate a single room when needed while the rest of the rooms are let out.
 
You could just run the main heating circuits to a set place where you could easily access it and then branch of to the individual circuits with isolators/gatevalves on the flow and return allowing you to open and close each room.

as far as timers and roomstats go there are programmable radiator thermostats available, I have not fitted any so can not comment on how good they are. The other option is zone valves and roomstats but would be costly.
 
Google radiator manifolds, I just did and several manufacturers are now doing these.
