reduced water flow from shower

Just fitted a new shower in my house, and only seem to be getting about 11 litres per min of water out of the shower, when the boiler states it should be nearer 15. I have investigated this and changed a few slightly undersized fitting from the thermostatic shower body to the shower head. Is this normal with a thermostatic shower?

Which floor is the boiler located on? Did you pull the bends or use elbows?

just atactted to tails from pervious shower,which is in the main bedroom onsuite,appox 12m from boiler,
then had to use two elbows,becuse of space,the rest are pulled,
