Reducing Pressure to mixer shower

Hi chaps, wondering if anyone can help me. I have customer who has too much pressure through his mixer shower. Im not sure on the best way to reduce the pressure. It is mains cold water and hot water heated from combi boiler. He has tried partially closing the valves to restrict flow rate but the pressure is still too high.

Would the best option be to fit pressure reducing valves to the hot and cold pipework just before the goes into the shower?

Yes but very expensive, so long as the pressure does not exceed the manufacturers max then why not try installing a flow resistor before the shower outlet to limit it to what the combi can handle say 8L/M

What is the pressure at the mains cold coming into house?
If it is very high - say over 4 bar, a PRV fitted above the mains stopcock could help to some extent.
i am wondering what mixer shower is it?
Is it a mixer shower with a one lever? By that I mean, does it just go from off to full flow cold & then hot? If it does then that is the problem & a dual control mixer would solve the problem as the flow would be independently adjustable to the temp setting.
You can also get little flow restricters to fit in the mixer, although I have personally never used them.
Fitting isolating valves & turning them nearly off doesn't work well tbh & the water tends to make a noise passing through a near closed valve.

The flow restrictors that came with the shower probably never got fitted. Might want to take your pressure gauge with you to test it.
