Boiler stat? Doesn't matter what temp the room is if the water is upto temp in the boiler.

ment to add the boiler stat is on full on boiler

circulation problem? boiler stat? has the boiler been serviced/ checked regular?

Digital stat? Its not a wireless one is it? Not keeping it on a table beside a rad :)

Link the stat out, leave for a day or two. If it stops playing up, replace the stat, if it works fine, you have a boiler issue.

Sounds to me as if the stat is in a cold part of the house and the boiler is getting up to temperature on the control stat. Stats in large open hallways will take hours to get up to 21 degrees.
