Hi everyone

I have a toilet that when flushed is very slow to fill. I've attached images to show what inside cistern is like. Would really appreciate advice. Thanks

open the iso at the bottom of the copper pipe with screw driver 1/8 turn should be fine
 
I did have valve open before to adjust water flow in cistern after flushing. I thought I had fixed the problem as I was able to flush toilet twice in the space of about 2 minutes. But problem later reoccurred. Any suggestions. Thanks
 
Is the valve currently in that position as in the picture because as cjg pointed out, the valve is currently only about a 1/4 open.
 
If it previously filled quicker it could be some debris stuck inside the ball valve. Isolate the water then strip the ball valve to see if its clean inside. Also check the correct cone is in there for your pressure, Red for a low pressure system and White for high pressure.

common to have debris stuck in cone (undo small green nut, its in there) especially if its tank fed system
