No you can't. Unless it is a combined soil stack from multiple floors of flats. Problem comes is about who is responsible should it require maintence (Blockages ect). What you might be proposing is installing your discharge pipe over someone else's property.
 
You probably could, its not right,big,or clever, but the waste from your toilet isnt botherd where it goes, your 4" soil pipe or your nieghbours.
Id sudgest connecting it up when they go out, try telling them a lie to get them out of the house, "Ive seen tubs of hair gel for 10p at the co-op" or "theres free cheese moments with every pint of mild at the pub".
