Theoretically, a solid fuel boiler would have min 28mm flow and return to cylinder. Would the hot water draw off/vent pipe also need to be m i n 28mm..??
 
I take it you are not confusing the solid fuel boiler vent and feed with the hot cylinders (domestic hot water) vent and feed?
The feed pipe to a hot cylinder has to be 28mm. The vent must be at least 22mm.
