I was wondering if anybody could possibly confirm if 35mm is the standard size for the cut out hole for a kitchen sink tap? Any help would be appreciated.

Have you bought one of those small inset sinks ? photo would help, is it S/Steel or other material

32mm - 38mm.
Depending on tap and whether or not it has a pull our vegie sprayer.

35mm should be ok for standard mixer.
Vegie sprayer ( pull out ) requires 38mm
