Stuck valves

Instead of gate valves the cold feed to my hw cylinder and the hot feed to the bathroom have washered stop valves which is fair enough. However after trying to shut off the hot feed to change the bathroom taps I find they are both siezed open... What do you chaps recon the best way to free them would be....(I did change the taps in the end as they have isolation valves)

Totally agree, I'd try and fit quater turn lever valves. Providing your not going to fit one on the cold main entering the house.
