I've just Googled that and it's from energychoices.co.uk (a consumerchoices.co.uk website).
Seems like someone has not read through the transcript properly before sending it off to the website editor/designer.
Should be changed to something like from traditional unvented system to an unvented (sealed) system or words to that affect.
To answer the question (reasonably quickly), open vent is the hot water cylinder is vented to a cistern in the loft and a system boiler is a heating appliance that heats water in a chamber and lets the controls on the central heating system do the rest (pump, zone valves, etc). A utility boiler has these items (pump, etc) incorporated into its design thus negating the need for a separate pump, zone valves, etc).
