I have been advised of a job to replace 2 T&P valves in 2 flats.

How do you drain an unvented cylinder? Is it the same as a vented cylinder through a drain valve?

Hi. I am assuming T&P valves = temperature and pressure relief valves. If this is the case they are located at the hottest part of the unvented cylinder (The top) draining down the cylinder may not be required. Once the cold supply feeding the cylinder has been shut of and hot water drawn from hot taps until it ceases to flow, only a small amount of water will be present, this can be verified by opening the manual lever mounted on the valve and checking flow in tundish.
