Yes with it disconnected from power! Should read somewhere between 20 to 30 ohms (depending on the power rating of the element) between the terminals of the element, on the low ohms range of a multimeter.
The thermostat should read zero ohms between its terminals when cold obviously.
Also on the high ohms range on a meter, there should be no discernible resistance between the element connections and ground/ earth.
There should also be an overtemperature cutout. Where that's a 'one-shot' device, may need resetting If there's been an overheat.
