Is it necessary to change Tiger Loop Hoses annually the same as standard hoses are suposed to be?

The hoses are usually just standard ones to the Tigerloops. So, whatever the life is of the hoses, you need to change them. Some are long life hoses. As you probably know, if a tiny hole is in the return hose, it will draw air in & stop the boiler.
You are supposed to fit a Tigerloop OUTSIDE a building/boiler house as it vents to the air, so risk of smell of oil & fire hazard, therefore you may need copper pipes from Tigerloop to inside of boiler casing & then to hoses. Tigerloop Bio (near identical to ordinary T'loop) is allowed inside as it has a vent pipe connection to pipe to outside.

Yes, standard tigerloop itself connected by copper pipe (must be mounted outside, potentially dangerous if mounted inside the building).

Terminate the copper pipes inside the boiler casing as per OFTEC manual and connect to pump with flexi connectors (I use long life hoses personally as I've got enough business without charging the customer every year for replacing the basic ones).
