a 6 ltr cistern when it flushes it only emptys about half of the water it does the job but i am wondering why its not using 3/4 of the capacity
 
do you have a handle syphon flush ? If so there will be a plastic hole half way down that needs filling as it comes with a small plastic button to put over the hole. This hole if for a 6 litre flush, cover it up and you get 7 or 9 litres. Or your diaphram is bust and you need to pump the handle a couple of times for the flush to work? ?? if this is the case you need a new syphon.

or you have a drop valve with maybe a dual flush option??
these can be altered too though i need to know what it looks like.

yes its a handle flush syphon the syphon came with the toilet

thats 2 toilets ive done in 1 week:( i seem to be getting a trend on them:D
 
Is it a handle hold down? I.e flush and let go for a small flush for urine. Hold for a full flush for waste products?
 
ive tried both ways holding down the handle to get a full flush it still emptys the same amount
 
On the syphon disc holder section you will propably find there is a hole with the plug missing or plug fixed to the side this allows half flush or if you plug hole you will get full flush for older pans,if flushing ok just leave as is
