I have an issue with a customers toilet. Logs flush away fine but paper just sits on top. Checked all levels and all found to be ok. Tipped a full bucket of water down fast and paper still sits there. Only thing i can think of is a blockage or vent blocked. Pan is an Armitage Shanks. Anyone else ever had this and if so how did you resolve issue
 
Have found in the past that too much water can cause this on a duff pan, can only suggest start float valve at lowest level and slowly increase the amount of water entering the pan.
