B Ben-gee Esteemed Plumber Subscribed Messages 3,198 Sep 1, 2019 #4 Once you have the toggle dropped down and across. Try lifting up on screw ( by pulling up the black plastic washer) as you tighten. This is to stop the spinning and at the end you should be able to let go and it will go tight.
