Toilet tank filling up

Can someone give me an explanation as to why my toilet tank is filling back up when the water is securely turned off?

Is it fed from another source? Is the water definitely off, and not passing?

Thanks for reply. The toilet is tightly turned off. when flushed tank is almost free of water then slowly fills back up with the water coming in somehow but not through the filler hose.

The valve could be passing so letting a small amount of water through so best get that changed also

It takes a good while to fill back up but eventually it fills to the proper level and does not leak back out.

I think it sounds like what @ShaunCorbs said, a passing valve.

Whatever you used to isolate the water.

You mean in the knob under the toilet that i turned the water off with?
