Seen a toilet, all working well other than the flush won't go around front of pan, just about half way around.

Limescale?

Strong bleach?

Kilrock descaler, the thick gel version comes in a little bottle with a brush then an old metal coathanger after 30mins to unblock the holes. Dont forget a rag to clean the brush for next time.
 
Not a bad idea to try starting with manually clearing the holes with a piece of bent strong wire & an inspection mirror to check. Not a nice job to do though. That's of course if the toilet bowl is the type with holes below the rim.
